App windows no longer auto-semi-maximize when resized to the screen

Bug description:
A minor cosmetic interface "bug" that may or may not be x.org related.
This is regarding the GUI (Gnome issue?) but there is no "package"
related to the GUI.
Ubuntu used to auto-resize a window from top to bottom of the screen
simply by dragging the top of the window to the to of the screen (just
as MS Windows does.)
Ubu 18.04 seems to no longer support this (or the feature is broken.)
To see what I mean, open any app (such as a terminal window) and drag
the top of the window to the top of the screen. This used to also
auto-expand the bottom of the window to the bottom of the screen, but
no longer.
This was particularly useful when viewing "Details" in the "Software
Updater". But now, after resizing the window, the progress bars do not
fill the window to match, remaining in a tiny box with empty space
below it.
Please fix or return the GUI to its previous way of working.
