Ok, so it looks like this is intended behaviour, ie to save memory? When
I first reported the bug, gdm3 didn't reappear when I switched to tty1,
but now it reappears after five seconds or so of showing a blank screen.
It then dies shortly after I switch back to tty2. It's just a pity it
takes so long to reappear.

Bug description:
  Immediately after I login on Ubuntu 18.10 into gnome-shell, gdm
  disappears even though gnome-shell is fine: if I try switching to tty1
  with CTRL-ALT F1, I just see a list of bootup messages (like 'Starting
  Fingerpint Authentication Daemon').

  loginctl shows only one session:

  $ loginctl

  There's no crash file in /var/crash, and no useful information in
  gdm3's status:

  If I try switching to another user via the gnome-shell menu, gdm3 gets 
restarted and I get the login screen again on tty1. However, if gnome-shell 
crashes (eg when it freezes), I can't easily restart gdm3, so it's a nuisance.

  Previously, the gdm3 login screen was always available on tty1 so it
  was easy to switch to backup user if the first user's session crashed.
