Chromium sound is scratchy

Bug description:
chromium-browser version 25.0.1364.160-0ubuntu1b1 in the 13.04 Raring
beta.
All sound coming out of Chromium is scratchy. This is not a Flash or
plugin problem, as it occurs with media files (such as .mp3 files or
HTML5 videos) as well. Downloading media files and running externally
to Chromium works fine, as does Firefox (including in Flash with the
same plugin).
It is expected that the sound plays with no artifacts or scratchiness.
