Ubuntu 18.10 - X fails to start on login

Bug description:
Running startx starts X just fine, but at login I just get a blank
screen with a blinking cursor. If I hit Alt+F<n> I can get a console
which allows me to login and run 'startx' at which point Gnome starts
normally after entering my keychain unlock password.
