Tab-drag to move tab fails : opens new window

Bug description:
When I use my mouse to select and drag a tab to a new location, the
tab will not resolve in the new location that I place it in. When I
release the mouse, the tab opens in a new window. The tab in the new
window, also, cannot be dragged back to the original window. Both of
these features were previously available in the Chromium browser. The
same error also exists in the Chrome browser.
