existing bug reports but both of those are closed for the case of Gnome
Shell on Ubuntu. So let's use this bug for now.

  desktop and current applications displayed when resuming from lock

Status in gnome-shell package in Ubuntu:
  Incomplete

Bug description:
  after upgrade to ubuntu 18.10, when resuming from lock (eg re-opening
  laptop lid), before typing password (or indeed anything), the whole
  desktop including running apps is displayed. although they are not
  interactable/responsive, sensitive info is displayed.

  possibly related, super+l seems to put the desktop into a similar
  state - apps visible, but not interactable.  pressing it a second time
  produces a more normal lock reaction.
