Sound Over-Amplification doesn't work properly after update to 18.04

Bug description:
It's not possible to set the sound level to more than 100% in Settings->Sound
menu using the slider. When I switch on the Over-Amplification trigger the
Output volume slider remains the same (it used to increas it's max value in
17.10).
BUT it still possible to set volume level to more than 100% in the top bar.
