It's an error to [try to] rename standard folders because there may exist 
references to their files.
That is why xdg-user-dirs does not rename nonempty folders.
But this is indeed inconvenient and there is a solution that is not.
The correct solution is to create symbolic links as explained in

In consequence, I have made the incorrect bugs duplicates of these.

Title:
  Home folder names don't change after changing language if folder not
  empty

Status in xdg-user-dirs package in Ubuntu:

Status in xdg-user-dirs package in Debian:
  Unknown

Bug description:
  Changed my language and restared ubuntu. New window came up asking if
  I want to change the names of folders inside "Home" to names in the
  other language. Confirmed. When changed the language back to english
  and restared the folders didn't change back to english names.
