Bug description:
The 0.19 update is in Debian experimental and has a soname
change/requires a transition. We don't need it enough to justify the
extra work/doing the transition ahead of Debian, that bug documents
that we are staying on 0.18 until there is a real need for the update
or until Debian upload it to unstable
