Firefox is not displayed in Breton instead firefox-locale-br is

Bug description:
Ubuntu 13.10 and Firefox up to date. The system has Breton for default
language and Firefox is not in Breton.
Firefox translation is up to date too, so it is a problem with the package or
parameters.
