Thank you for your bug report. The control is to turn wifi on or off,
the subtitle is an hint that turning wifi off save power. The wording is
confusing though, which has been reported upstream as

Bug description:
  The 'Turn off Wi-Fi to save power' setting defaults to ON.

  Toggling 'Turn off Wi-Fi to save power' to OFF causes the wifi device
  to be soft blocked.

  BEFORE$ sudo rfkill list all
