This looks like something is messed up on your system, as dpkg tells that you have hplip-data installed ans also the file /usr/share/python3/runtime.d/hplip-data.rtupdate is present, but the directory /usr/share/hplip/ui5/ and its files, which are also part of this package, are missing.
Please re-install the package via sudo apt install --reinstall hplip-data to recover the lost files.
