Bug description:
Binary package hint: gedit
Usually when saving a file as UTF-16 and UCS-2, a BOM character will be
inserted at the start of the file. This does not happen in gedit.
The BOM would be 0xFFFE for LE and 0xFEFF for BE. Inserting the character is
optional in UTF-16 but recommended. It is also required in UCS-2.
