I also have this issue (though I notice it is tagged with [radeon]  and
I have nvidia). I am not positive but I believe it started when I did
the in-place upgrade to 18.10 from 18.04. SDDM does not have the same
issue so it appears to be GDM specific.

Title:
  [radeon] Double password to login after screen locked

Bug description:
  After every the screen is blocked, I have to write twice the password.
  The first time the top bar is available but the user as seen on the
  blocked screen still on. Then, I have to "cancel" the process which
  drop down the "curtain" and then I have to enter the password yet
  again.

  That happens since the update from 18.04 to 18.10.
