What's the resolution of your second monitor? gnome-shell is going to refuse to snap a window to half of the screen if the minimal width of that one is higher than the target (similar to what is described in bug #1804973)

Bringing the window to the top of the screen will make it go full screen as expected. Snapping works perfectly on my primary monitor (left, top, right). Other applications like terminal, gedit, and Firefox snap correctly on my second monitor.
