Bug description:
I did nothing special, ugraded to oneiric a while ago. Now every bug I
am trying to report by apport is ignored as apport thinks any package
is "Dies ist kein Ubuntu Paket" (German) which most likely was
something like "This is not a ubuntu package" before l18n.
