With Thunderbird 60.2.1 and Ubuntu 18.04 I'm seeing the Preferences
window open at a size of 698x594 so I'm treating this as being fixed. If
anyone see any different then this bug report can be re-opened but the
issue should also be reported to https://bugzilla.mozilla.org/.

  The Account Settings window is 834x836 when my desktop window is
  1366x768. To make the settings window any larger than 768 (or not
  naturally re-size to fit the screen) is a UX flaw.
