Try checking the "Show Any" option in the "View" menu. Does this show your saved passwords?

Here the behavior: 1. I open seahorse and I see Certificates, GPG keys, secure shell. 2. After ~10 seconds, the Passwords section appears 3. It contains two folders: Login and Default. 4. Both folders are empty and saved passwords are not visible.
