I disagree that any modules which modify sound should be used by
default. I think the defaults should keep audio in its original raw form
as much as possible.

However, if you can convince upstream to enable module-echo-cancel by
default then Ubuntu would get it by default. Please send your request
to:

  https://gitlab.freedesktop.org/groups/pulseaudio/-/issues

and tell us the new bug ID.

Title:
Echo cancelation should be enabled by default

Status in pulseaudio package in Ubuntu:
  Incomplete

Bug description:
Echo cancellation is a basic feature for anything where you are using
a video or audio conference. According to instructions like these:

  https://bugs.launchpad.net/elementaryos/+bug/1682253

https://wiki.archlinux.org/index.php/PulseAudio/Troubleshooting#Enable_Echo/Noise-Cancellation

https://medium.com/@tim_73574/ubuntu-microphone-noise-cancellation-and-volume-auto-adjusted-issue-2c79678542bb

There is now enough support in pulseaudio to do this well, but it's
just not enabled by default. Users shouldn't need to fish around for
strange things to add to config files. More complete defaults should
  be included.
