webcam not working - please add uvccapture to recommended packages

Bug description:
its just my hunch of what i think has gone wrong. pulse also isnt detected
the camera's mic.. skype also doesnt detect a webcam.
i may post this to the utopic package maintainer as well.
further experimentation reveals that the cause maybe insufficient
power in my usb hub.
**going to post this now , im expecting a kernel tantrum **
