I updated libusb-0.1.so.4 to libusb-dev in ubuntu 18.04 LTS and the
error was gone.

BTW: i am astonished how such an error can remain so long in the
operating system :-(

But when I run scanimage -L

  >scanimage -L

No scanners were identified. If you were expecting something different,
check that the scanner is plugged in, turned on and detected by the
sane-find-scanner tool (if appropriate). Please read the documentation
which came with this software (README, FAQ, manpages).

  doesn't work as root either

  scanimage -L
  [sudo] password for manojav:

No scanners were identified. If you were expecting something different,
check that the scanner is plugged in, turned on and detected by the
sane-find-scanner tool (if appropriate). Please read the documentation
which came with this software (README, FAQ, manpages).

the only way to get the scanner working again is to power it off (unplug) and
plug it again. this time its recognized by scanimage -L or xsane running as
non-root as well root.

looks like something has got a hold of the device and not letting it
go! its similar to when a scanning app crashes and leaves things is a
bad state. only way to clear that is power off the scanner and plug it
  back-in

this has been happening since 11.10, and now also w/ 12.04
