Display locking leaves the Ubuntu dock available and functional

Bug description:
I'm not 100% sure how to trigger the initial issue but after some time
working with an Ubuntu 18.10 release (fresh install of 18.04 and then
upgraded to 18.10) when I press the Windows key + L to lock the screen
I'm still able to see the Ubuntu dock and click on them to interact
with the launchers. I'm able to launch processes, see the list of
launched apps and stop them, all that with the screen locked.
My current package version is 3.30.1-2ubuntu1
