Cannot move files to Trash

Bug description:
Nautilus reacts strange from the user's point of view: as long as it
is configured to move files to Trash, when I delete something, it
should always move files to Trash. But it does not react like this on
some occasions, I could not figure it out exactly.
One case is when I delete files from NTFS mounted partitions (local
hard disk). Another case seems to be when I delete files belonging to
Root or some other user (I think).
This does not make any sense. Either it puts all files in Trash, either it
does not, but for all the files I delete. This is unreliable reaction as I do
not know when I am safe to delete and recover a file and when I am not.
