That's not a filemanager issue. If that's still a problem in newer
Ubuntu version feel free to report a new report against plymouth
including the journal log from the corresponding boot

shutdown waiting forever

Bug description:
System hangs after shutdown command, showing only the word "ubuntu"
and the five dots changing color.
After one hour I forced the laptop to shutdown.
After investigation, it turned out that the router had gone down,
neither the desktop (connected by cable) nor the laptop (connected by
wifi) could contact the router. After rebooting the router both
systems behaved normally.
