Extensions tab in Add-ons manager is just empty

Bug description:
I even tried re-installing, the Extensions tab in Add-ons manager is
always empty. I even tried removing the profile directory to start all
over, to no avail. This happened a few versions ago for me, never
figured out how to fix it.
The appearance tab is also empty. The "Get Add-ons" tab gets stuck
with the loading spinner. The plugins tab works just fine.

The person that filed the latter seems to have worked around it, I've
tried his workaround (which is just re-adding an existing add-on) by
re-adding Firebug, but that didn't work; in fact the re-install
doesn't finish and gets stuck at "a few seconds remaining"
