Hi Barry,
Is this still an issue? On my dual screen setup, using Chromium 71 and
Ubuntu 18.04, Chromium starts on the display on which it was last
closed.

Bug description:
I have a dual-headed machine. When I gracefully exit Chromium and
restart it (e.g. after a reboot), it does not start on the correct
screen. I run Chromium on the right screen but it always restarts on
the left screen.
