Title:
tl-paper not following system paper-size configuration

Status in texlive-base package in Ubuntu:
  Confirmed

Bug description:
Saw this while installing TeX on Ubuntu Saucy:

      Setting up texlive-base (2013.20130722-1) ...
      mktexlsr: Updating /var/lib/texmf/ls-R-TEXLIVEDIST...
      mktexlsr: Updating /var/lib/texmf/ls-R-TEXMFMAIN...
      mktexlsr: Updating /var/lib/texmf/ls-R...
      mktexlsr: Done.
/usr/bin/tl-paper: setting paper size for dvips to a4.
/usr/bin/tl-paper: setting paper size for dvipdfmx to a4.
/usr/bin/tl-paper: setting paper size for xdvi to a4.
/usr/bin/tl-paper: setting paper size for pdftex to a4.
Running mktexlsr. This may take some time... done.
      Building format(s) --all.
This may take some time... done.
      Setting up ttf-marvosym (0.1+dfsg-2) ...

There's no reason for tl-paper to have selected A4 paper size, because

      # cat /etc/papersize
      letter
      # debconf-show libpaper1
      * libpaper/defaultpaper: letter

I have to manually configure tl-paper to use letter size, when it
should have defaulted to that already (on my system).
