unable to add folders/items to places or bookmarks in nautilus

Bug description:
The bookmarks menu has the add bookmark item greyed-out. Adding a
location directly in ~/.config/gtk-3.0/bookmarks will show the
bookmarks section in the left pane in nautilus, or if mounting a drive
like a network share, you can right click and add it as a bookmark.
Folders or links cannot be added to Places. There's no facility to do
this.
It should be possible to either bookmark locations or folders using
CTRL-D, or drag/drop into Places.
