I've encountered the same problem as described above on Ubuntu 18.04. In my case, the dual-boot is Ubuntu and Windows 10 and 2 NTFS partitions for Windows. Ubuntu is also installed in a different partition (as above).
The steps to reproduce and the workaround are exactly the same and the issue is systematic.
