I no longer use FF as my main browser (too many bugs like this one).

JFTR, I just revisited this ticket and tried to reproduce it in bionic
with FF 56 and was unable to.

Title:
scrolling full page faulty on handelsblatt.com

Status in firefox package in Ubuntu:
  Expired

Bug description:
I am not sure if this is a bug in FF or faulty web programming on the
part of handelsblatt.com but I come across it often enough (and IIRC
also on other than the mentioned site) that is annoying.

  steps to reproduce:
  1) visit
http://www.handelsblatt.com/politik/deutschland/krisenstaat/9546944.html
  2) scroll down with PgDn
  3) notice that some lines have scrolled off the screen that were not visible
neither before and after the scroll

The scroll is too far, one has to go back up a few lines with the up
  arrow.

Launchpad sometimes exhibits a similar behaviour were upon entering
the page and paging down the page ends up at "End", the end of the
  page.
