I looked into this a bit and the feature worked differently than I
thought.

If you pick one of the 4 choices, it creates a __custom theme in
~/.local/share/sounds/ (derived from Yaru if Yaru is your selected sound
theme) with just the alert sounds overriden.

GNOME is looking for help in perhaps updating the the event sound
choices here so there is room for Yaru contibutors to help there.

Status in gnome-control-center package in Ubuntu:

Bug description:
  gnome-control-center 3.32 has a redesigned sound panel which makes the
  Alert Sound feature more prominent.

  Ubuntu's Yaru theme includes a sound theme but this isn't represented
  in the choices in that feature.

  I think some coordination is necessary here. I cross-filed this bug to
  https://github.com/ubuntu/yaru/issues/1175
