Bug description:
  Steps to reproduce:
  1. Install Ubuntu 19.04
  2. Install ubuntu-desktop metapackage
  3. Launch GNOME Terminal
  4. Set all options regarding to its menus in Preferences->General, [x] Show 
menubar by default in new terminals

  Expected results:
  * GNOME Terminal shows its menubar with File, Edit, View, Search, Terminal, 
Help.

  Actual results:
  * GNOME Terminal does not show menubar.
