Title:
  'authentication required to change privacy settings' you don't
  actually need to authenticate

Status in gnome-control-center package in Ubuntu:

Bug description:
  Setup : 
  * 2 users.  one of them has sudo access, the one i'm logged into 
(gnome/weyland default in artful desktop) doesn't
  * ubuntu 17.10 artful 
  * gnome-control-center:
    Installed: 1:3.26.1-0ubuntu4 
  * redshift:
    Installed: 1.11-1ubuntu1

  Went to settings->privacy->location settings and changed to location
  services = on and then hit the 'x' on the 'location services' window.
  it did not change from 'off' to 'on' on the 'privacy' window, however
  when i restarted redshift (which until that point had not been
  working) redshift immediately started working.  (This suggests to me
  that until that point location services was, in fact off, and when i
  turned it on, it was turned on).  However, a few seconds later the
  authorization prompt came up, graying the screen asking to
  authenticate to make changes to my privacy settings(the change which
  was already made and working, as evidenced both by working redshift
  and the fact that if I went into privacy settings, I would see
  location services 'in use' instead of 'off')

  I hit 'escape', and it reopened, I hit 'escape' and it went away, for
  about 3 minutes.

  Then it came back.  It would continue to come back, prompting me twice
  every about 3 minutes until I gave the password to the user (that was
  not logged in).

  This seems broken.   If authentication is required to enable location
  services...it shouldn't work without authentication.  If
  authentication is *not* required to enable location services...it
  shouldn't nag you twice every ~3 minutes until you acquiesce.
