Formally it is not a bug, basically it is a user error. However to avoid these type of bug reports in future, you might define it as a low priority bug or change request. There are reasons to block photo folders from access by the world for privacy reasons. Anybody using a photo from such a folder, could easily make the same error I did, despite my 42 years in ICT.
