That sounds like bug 1799293.
> I noticed the sidebar was also not present, not sure if this is
related.
That just sounds like confirmation that it indeed locked properly after
double Win+L (bug 1799293).
So for now let's just assume this is a duplicate of bug 1799293. After
the fix for that is released to 18.04 we will be able to confirm.
** This bug has been marked a duplicate of bug 1799293
Locking the screen once leaves screen contents visible but not interactive.
Locking the screen a second time works.

Title:
'lock' glitch
Status in gdm3 package in Ubuntu:

Status in gnome-shell package in Ubuntu:

Bug description:
From within gnome:
I left-click 'triangle'
I left-click on the lock
the screen gets stuck where it doesn't go to the lock screen, but
instead the lock icon flashes orange, then back to brown, then back to
orange, then back to brown over and over again.
I can still move the mouse but I can't click on anything
Shift-Alt-F3 gets me to a terminal, then Shift-Alt-f2 or f1 gets me
back...and then there's a lock screen.
It's done this twice now.
