refresh problem after using top or less (probably other commands too)

Bug description:
I'm not entirely sure how to reproduce the bug but I'm reporting it
anyway because it is annoying.
It appears to be a refresh problem but it doesn't seem to happen all
the time and it seems to happen at random.
When the shell is in this refresh problem state, all I have to do is
run "top" and then quit from top. Normally, I should be placed back at
the prompt and I'm ready to go again. However, during this time, the
cursor moves to where the prompt should be and I see it blinking but
the screen has not refreshed. I can press enter and the prompt will
show up, but typing a command and pressing enter does nothing.
I tried to take a screen shot but pressing "print screen" also
refreshes the shell.
