Instead a icon (dialog-question) is shown. This is same for user accounts panel when user tries to add a custom avatar. This reason is in https://bazaar.launchpad.net/~unity-control-center- team/unity-control-center/trunk/view/head:/panels/appearance/cc- appearance-panel.c#L1303 it uses g_file_info_get_content_type which returns an internal string and hence mime_type is always NULL.
