Thank you for your bug report. That's still the current behaviour in
disco. The color picker is made model for the writer view and gnome-
shell does enforce the position and grey the background in those cases.
Unsure if the dialog needs to be modal though, that's a libreoffice
design decision

  color picker window is not movable

Status in libreoffice package in Ubuntu:

Bug description:
  From the highlight color button on the toolbar, you Left click on
  custom color. That opens a window called "Pick a color". If you click
  on the top bar of the window, it won't let you drag the window to the
  side so you can see what colors you highlighted in your document.
