The confinement system for snaps means that no snap will be allowed to
read/write files outside of well-known locations, and /opt1 is not one
of them.

The removable-media interface (https://docs.snapcraft.io/the-removable-
media-interface/7910) allows access to files mounted under /media,
/run/media and /mnt. Any chance you can mount your volume under one of
those mount points?
