Note that the inital report was about flaky tests. This JVM crash causing failure is consistently happening at every test run, so technically that's a different problem, but it's probably okay to recycle this bug.

They are run when dependencies are uploaded, and so if they aren't reliable then they slow down the speed with which these updates can get into the release, because failures have to be manually retried.
