* Add Free Culture Showcase winners for 19.04 (LP: #1821900).
* Move the greyscale dingo to ubuntu-wallpapers-disco (add B&R to
ubuntu-wallpapers for this file move).
* Update scripts used to generate XML files, to include PNG as well as JPG
files (two of the Free Culture Showcase winners are PNG files this time).

* Update with new and smaller images, and
80s_Disco_Dingo_Simulation_by_Abubakar_NK is now a jpg.

Bug description:
Attached are the winning entries from the wallpaper competition for
19.04.
These have been resized to n x 2160 pixels at 72x72 dpi and then
cropped to 16:9 where needed.
They are all named Image_Title_by_Author_Name
