gnome-terminal does not gain focus upon launch via clicking icon

Bug description:
Ubuntu 19.04, 64 bit machine, nvidia graphics drivers
Upon first and subsequent launches of gnome-terminal via clicking the
icon, the window shows but does not immediately gain focus to start
typing in commands.
Using Ctrl+alt+T launches the terminal the way I expect, with
immediate focus to start typing commands.
I expect it to immediately gain focus to type commands upon launch
each and every time using both methods.
