Scrolling the sound panel with the mouse wheel can result in sliders
being moved by mistake

Bug description:
= Steps to reproduce =
1. Open the control center
2. Open the sound panel
3. Position the mouse in the middle of the panel and scroll up and down with
the wheel
4. If a slider box moves to be under the mouse then the slider is moved
instead of scrolling the window
