Thank you for your bug report, that has been reported upstream on
https://gitlab.gnome.org/GNOME/gnome-control-center/issues/305 and you
should better comment there about your usecase (having a faulty battery
is probably not going to convince them to add values that are not useful
to most users though)

Note also that you can change the value to something not in the UI by
using gsetting set org.gnome.settings-daemon.plugins.power sleep-
inactive-battery-timeout <value in second>

Bug description:
  Settings -> Power -> Automatic suspend -> On battery power -> Delay
  has a minimum value of 15 mins. This might made sense to the developer
  who thought that you never want a lower value because you have a
  laptop with multiple hours of battery life, but the same setting is
  used for desktop computers than run on UPSs. In case of a power
  outage, desktop users might reasonably want a lower delay before
  suspending the computer (1 or 5 minutes, etc.) so I believe that this
  is a UX design issue.

  If you agree with this I might be able to patch it.
