I'm not sure I understand your questions... If you're asking if I have the same problem when logging in with a different user, then "yes" it also doesn't work when logging in with a 2nd account that's on my machine. That 2nd account existed before the upgrade to 18.04.
Also, the keys to disable the touchpad work fine on the login screen.
