Thanks for sending it upstream. Yes, the move to that new codebase is
unfortunate and have backdraws but nautilus upstream didn't want to
consider it any other way and we couldn't stick back to an old nautilus
version for ever in ubuntu :-/

Bug description:
  Recently upgraded from 18.10 to 19.04.  Under Preferences/Behavior I
  have "Show action to permanently delete files and folders" checked,
  but when I right-click a file or folder on the desktop only "Move to
  Trash" is offered.  This was working previously in 18.10.
