The issue was in bionic-proposed only, the SRU is building a new
documentation binary which made the amd64 build being stucked in binNEW
leading to an outdated -common in the apt index and created the issue.
The new binary has been accepted now and the issue is resolved

Attempting to upgrade the libxkbcommon0:i386 0.8.0-1ubuntu0.1 to
0.8.2-1~ubuntu18.04.1 will cause a large amount of packages central to
the OS to be removed - basically more than a thousand packages. Never
seen anything like this. Dependencies need to be fixed.
