  Different input sources per window doesn't work when using
  grp:shift_caps_switch

Bug description:
  Steps to reproduce:
  1. Configure Caps lock to switch to the first layout and Shift+Caps lock to 
the last layout.
  dconf write /org/gnome/desktop/input-sources/xkb-options 
"['grp:shift_caps_switch']"

  2. Configure different input sources per window
  gsettings set org.gnome.desktop.input-sources per-window true

  3. Try to use these shortcuts to switch layout in different windows.

  Problem: Layout is changed, but globally, not per window.

  This is unrelated to 
https://bugs.launchpad.net/ubuntu/+source/gnome-control-center/+bug/1822775
  If I'm using Super+Space or just Caps lock to cycle through layouts, each 
window can have different layout.
