I am not seeing that on disco (using French here, after the update the
browser is still localized as expected).
Can you please share the output of the following command:
apt policy firefox firefox-locale-es
Can you also please run the following command to attach additional
information to the bug report?
apport-collect 1830010

Bug description:
Having an es-ES installation, after the last update to Firefox 67, the
browser changed the language to en-US.
Maybe something to do with language packs not being available?
