Cannot input cedilla (ç) on Chromium only, dvorak-br only

Bug description:
1. Set input source to these options:
1.a. Portuguese (Brazil, Dvorak)
1.b. English (Dvorak, international with dead keys)
1.c. Portuguese (Brazil)
2. Load any application (say, gnome-terminal)
3. Type a cedilla using all three input methods. All will work.
3.a. Right of LShift. http://f.ekevoo.com/2014/cedilla-dvorak-br.png
3.b. AltGr+Comma. http://f.ekevoo.com/2014/cedilla-dvorak.png
3.c. Right of L. [3] http://f.ekevoo.com/2014/cedilla-abnt2.png
4. Load up Chromium (or Chrome).
5. Type a cedilla using all three input methods.
6. Method A won't work. The keystroke is ignored. There is absolutely
no way to create a cedilla.
7. Methods B and C do work.

The best workaround I have is switching input methods. This is
phenomenally disruptive (4 awkward keystrokes for a single ordinary
character). I'm aware I can use diacritics in similar fashion as dead
keys ("c̩"), but this is not the same as "ç", rendering incorrectly
for most people I send messages to.
